We often face problems with the documents issued in another language other than requested. For instance, we want certificate of origin to be certified by chamber of commerce and all docs to be issued in english. We receive doc certified by an authority whose name was written in local language we are not familiar. ( russian, chineese etc.). When we refuse docs owing to discrepancy not being certified by chamber of commerce, it is mostly rejected by the bank that it was.
Are we supposed to understand other languages and alphabets which shows the certifier body?

R441 was helpful. However, although in the conclusion part, it is stated that doc should be accepted as per UCP 500 20d (its equivalent article 3 in UCP 600), it also stated that the document should have provided some form of evidance...
From this comment, I understand that we can accept document if we deduce from the document that it is signed/certified by the requested party even if it is in different language...
