Copy of Transport Document

Hi,
This is in line to para 20 ISBP which states:
When credit allows copy transport document to be presented, the credit must explicitly mention details to be shown.
If a credit calls for 'Photocopy of Railway receipt made out to the order of issuing bank and mention in transit thru XXX'.
First of all, in my view railway receipt is non quasi-negotiable and the issuing bank is incorrect in calling for such document to be made out to the order of issuing bank.
Secondly, do such documents comply with other terms in credit such as 'place of receipt', 'place of destination' and latest date of shipment?? Is the document clean if such inherent details are missed out??
Also, article 14 of UCP states that data in the document, when read in context with the credit, the document itself and international standard banking practice, need not be identical to, but must not conflict with, data in that document, any other stipulated document or the credit.
Since ISBP states that copy transport does not fall under category of transport documents (19-25), does the above article need to be fulfilled.
For example, wagon nos. in commercial invoice and copy railway receipt contradict. Is this a discrepancy??

you are correct in saying that copy of transport document is not transport document and will not be examined under the "transport article". but its content are still subject to the terms and condition of the credit. hence none of the data on it should be in conflict with the terms of the credit

What if the L/C states 'discrepancies in railway receipt are acceptable', do the contradiction in railway receipt and other docs. qualify as discrepancy?
