Can the issuing bank raise the discreprancy?

After an issuing bank issued a shipping guarantee under a LC,it received a discreprant presention under the same LC.
Can the issuing bank raise the discreprancy?

Technically, the issuing bank could raise a discrepancy.

But practically, it cannot.

i agree with the answer. as per CDCS guide, during the issuance of shipping guarantee, the issuing bank should take a letter from applicant accepting all discrepancy. when the applicant has accepted the discrepancy and the goods have been released, there is no reason to raise discrepancy
