Who Has To Provide Packing List In Transferable LC

There is nothing in the transferable L/C about who has to provide the packing list COO. Is it the first or the second beneficiary that has to doit
Further complications can arise since an L/C can be partially transferred
I believe responsibility lies with second beneficiary to present the correct documents if he wants to be paid. BUt since L/C can be partially transferred, non- presentation by the second beneficiary can prevent the first beneficiary from being paid his portion
A dispute between the beneficiaries of a L/C concerning who has to provide which documents can prevent the performance of the L/C
