Hi, export,

a L/C call for charter bill of lading, shipper is applicant, if L/C did not call for blank endorsed B/L.

my question is that , is this a discrep if the B/L not bland endorsed provided that shipper is applicant.

I don't think it is a discrepancy.
How about the consignee as stipulated by LC? is it 'to oder of shipper'?
Nomatter how it is, it is not reasonable to be called for blank endorsed by applicant.

The B/L is made out to order, because finally the b/l will be forward to applicant , the applicant may blank endorsed ,
