dear everyone:
if the issuing bank requires a certificate of compliance with the terms and conditions of the credit in the reimbursement authorization, may the reimbursing bank disregard such requirement? why?

Yes - the reimbursement bank will pay if the 2 condition are meet.
1. RA is in place
2. The issuing bank A/C is funded.
