Is it true that a reimbursement authorization can be amended or cancelled without the agreement of the reimbursing bank ?

Revocable RA
Yes, revocable RA can be cancel without reimbursement bank consent, you may refer to URR article 8.
However, if the RA is irrevocable, cancellation will require reimbursement bank consent, this is stated under URR article 9 (g).

got smething out of the books, hope it helps.
according to article 9 of URR725, reimbursement undertakings are irrevocable and cannot be amended of cancelled, however, article 9(i) (i) also states that the same can be amended or cancelled upon agreement of the claimng bank.
apart from the reimbursement undertakings provide in article 9 of URR725 can be amended and cancelled upon sending a notice.
should refer to the URR725. it will surely help.
