This could happen when the beneficiary and the applicant are in the same Bank.

I think it is true.
For example, the Issuing Bank is the big bank in New York, they issue LC in USD currency available with any bank in Japan in favour of beneficiary in Japan and specify them as reimbursing Bank in the LC.
