duplicate or 2nd mail

dear friend,
here is the case. a letter of credit calls for a document in two lots. the requested documents are 2 draft, 3 bill of lading and 6 invoices. the nominated bank presented the document under a cover letter which is apparently a photocopy of the original cover letter and is marked as "duplicate" by hand writing. the cover letter shows -
draft - 2
bill of lading 5
invoice 6
the documents enclosed are one draft, 2 copy of bill of lading and 4 original invoice.
question 1
does the duplicate mark indicate 2nd mail?
question 2
whats should be the action of the issuing bank? should it refuse the documents because of short presentation
any other comment on the issue appreciated.
