anybody know about if the 2nd bene present docs to issuing bank directly , is this presetation acceped by issuing bank?

ICC opinion
according to ICC opinion TA 632,
In case of 100% transfer, Transferring bank may make a modification of the rule to state that the documents are to be sent direct to the issuing bank. In such cases, the transferring bank should inform the issuing bank of this action.

first beneficiary has the right to replace invoive and draft
as you know first beneficiary has the right to replace invoive and draft it is not permissible to present the docs to issuing bank unless the rule is changed
