If notify party's address shown on B/L is slightly diff from L/C . like "overseas" and "oversea"

No a discrepancy
ISBP 25 indicate that - a misspelling or typo that does not affect the meaning of a word or the sentence in which it occurs, does not make a document discrepant.
The notify address with a missing 's'- "overseas" and "oversea" does not change the location of the address and hence should not be quote as discrepancy.

ICC opinion TA696
please refer to ICC opinion TA696. its says precisely that sub article 14j does not mean that notify party must be identical but merely that it must not appear to conflict.
