16(d). "within 2 days of" indicates a period 2 days prior to the event until 2 days after the event.
17. The term "within" when used in connection with a date excludes that date in the calculation of the period.

considering para. 17 it seems in your example the "15th February" is not included i/e "within two days of 15th February "means 13the,14th,16th and 17th February (without 15th february). what is your and others idea in this case ?

Dear,
If we consider Paragraph 17, we may draw a line that the date what is mentioned with the term is excluded fro CALCULATION period. that means if we consider an event like that within two days of 15th February then 15th February is excluded from CALCULATION [Emphasis Added] period hence two days before means 13 and 14th February and two days after means 16 and 17th February. therefore to time line is 13 to 17th February.....[pls be noted that here exclusion is only for CALCULATION period not exclusion of a day ]

it means the given period for shipment is "18,19,20,21,22"...total 5days.
now,for17,
say period for presentation is "within 15days after shipment"(say shipment date is 1st jan)
so the period is 1.2.3.4.5.6.7.8.9.10.11.12.13.14...exclude the 15th day..total 14days.
