May I ask for your opinion on the following:

In case non-manufactured coniferous/boardleaves wood packing materials used or not used, invoice must bear either that the stamp with the ISPM no. 15 Symbol mark has been indicated on the packing case or that such wood packing materials have not been used.
Invoice presented showing:
Packing declaration:
6 wooden crates, bark-free, heat-treated and labeled wood
4 cardboard boxes
Issuing Bank claimed that Invoice not indicated packing materials used or not used.
Is the discrepancy is valid or not?

I think yes because the invoice didnot state whether it is coniferous/boardleaves wood packing. It just states wooden crates. The LC requires an elaborate description of the type of wooden packing used.
