UCP 600 does not concern itself about the issuer of a transport document but merely concentrate on the signatory of the transport document. so theoretically its possible for a freight forwarder to issue any kind of transport document as long as it meets the signing requirement. but i really wonder whether its possible to issue a courier or post receipt. would like to hear from others whether they have seen such things ever

If L/C allows, Freight fowarder may issue all kinds of transport document. In such cases, Freight forwarder will sign the doc with his capacity and there is no need for the transport doc identify the carrier and the capacity of signatory as agent for the carrier or for the master. The freight forwarder shall be responsible for the carriage for all the journey.
If L/C doesnot allow, Freight forwarder's transport doc will be acceptable provided it comply with UCP sub article 14l

In actual practice, a freight forwarder cannot sign a charter party BL and as far as I know nor a CMR.
