Hello I have 2 question
we know that a consignor/shipper can be different from the beneficiary in any doc.
as per UCP art.14k
and exporter can be different from the beneficiary on cert.of origin as per ISBP parag.185
Question 1: what about ATR and EUR.1
if there is indication exporter name (not consignor or shipper) different from the beneficiary is it a discrepancy

Question 2: May consigner or shipper sign invoice on behalf of the beneficiary

This is a suggested answer in FAQ vols 1,2 and 3 by G. Collyer, point ISBP 16:

The principle in ISBP, concerning consignee/consignor on certificate of origin would equally apply to other documents that contain a consignee or consignor field.
The actual ICC Opinion from which paragraph 184 is taken referred to phytosanitary and health certificates as well.

In practice EUR 1 and A.TR forms are certificate of origin even if called movement certificates.
