Insurance document shows exclusion clause

dear all,

urgently need your view on this. a credit calls for a insurance document showing coverage of terrorism clause. the insurance document presented has two cluase; one which confirms the inclusion of terrorism clause while there is a exclusion clause which that terrorism is excluded even if other conditions may include them. now is this insurance document acceptable? by the way, is piracy included in terrorism?

In my opinion,the insurance document is unacceptable,because the two cluases about coverage of terrorism conflict with each other.
Piracy is not included in terrorism,but included in ICC(A).

Doc is unaceeptable and priracy is not included in terrorism.
