issuer of a certificate of origin

dear sir,

under a letter of credit negotiated by us, call for a certificate of origin from chamber of commerce of Canada. please note the beneficiary is not from canada. the certificate of origin was issued by richmond chamber of commerce and clearly indicate the the merchandise is of canada origin. however there was no indication that richmond is a chamber of commerce of cananda. now the issuing bank has refused the document claiming that the certificate origin is not issued by chamber of commerce of canada. we insisted that richmond is a chamber of commerce of cananda and issuing bank should examine the document on its face. but the issuing bank is still sticked to its position. what can we do now?

Hi Pal,

IMHO, the Richmond Chamber of Commerce could insert in the Certificate that it is acting as The Chamber of Commerce of Canada, as in that Country Chambers of Commerce have a local and no a national identity.
Try to trace Official ICC Opinion r405 for a similar case in China.

in my opinion, the certificate of origin is discrepant. while the call is for a COO from canadian chamber of commerce, there should be a clear indication that it has been issued by chamber of commerce or their authorized concern.

by the way, how would you differentiate between "certificate of origin from chamber of commerce of...." and "certificate of origin issued by chamber of commerce of ...."
