Inland Waterway Document Issued In Bill of Lading Form

I would really appreciate your comments on the below issue:
Paragraph J8 c of ISBP makes reference to a document issuance in form of Bill of lading. It follows that such a bill of lading can be signed according to art. 20 of UCP 600, namely by master of the vessel. However, the art. 24 restricts the signatory parties as carrier or agent of carrier. Does such reference of B/L allows the inland waterway be signed by master of vessel as well?

Hi Pal,

I have a different paragraph, not indicating that art 20 may be applicable.
The aim is that an inland Waterway Documentmay be issued to the order or consigned as a
Port to port bill of lading and signed as per para. J3
