Who Will Bear LC Advising Charges & Confirmation Charges

pls clarify who will bear the LC confirmation charges and LC advicing charges if LC is silent about charges?

as per art.37, issuing bank instructing another bank to perform services is liable for any
commissions, fees,costs, etc. incurred by that bank.

If the LC is silent, the ordering party is responsible for the charges. In this case the issuing bank, and hence the applicant.

According to Sub art 37C, all charges is account for issuing bank. However, of course, issuing bank shall pass all charges back to appl. Actually, Appl will pay that charges.
